I don't see anywhere a clarification of whether a php.ini file can/cannot contain:
* arithmetic expressions.
E.g. session.gc_maxlifetime = 4 * 60 * 60;
* assignment to a variable, that is then used to set other variables.
E.g. $oneHourInSeconds = 60 * 60;
session.gc_maxlifetime = 4 * $oneHourInSeconds;
* both single and double quoting of strings.
E.g. are both 'fred' and "fred" valid strings.
