It is possible to initialize a DateTimeZone object with offset only, however, it is not documented.
According to the documentation, it even seems forbidden as it shows a restrictive list of allowed
timezones: http://php.net/manual/en/datetimezone.construct.php#refsect1-datetimezone.construct-parameters
It should definitely be possible to allow offsets only.
