Actually, it generates Error.

Test script:

$foo = new Foo();

} catch (\TypeError $te) {
    var_dump('TypeError catched');
} catch (\Error $e) {
    var_dump('Error catched');
} catch (\Throwable $t) {

}

Expected result:
