It appears to be analogous to the apc variable of the same name which prevents caching files that are less than this number of seconds old. https://raw.githubusercontent.com/zendtech/ZendOptimizerPlus/master/README --- The configuration setting opcache.restrict_api also appears in the output of phpinfo but is not mentioned in the documentation.
