strtolower is not converting some characters even with the correct LANG
settings
Reproduce code:

LC_CTYPE=ISO-8859-1
export LANG LC_ALL LC_CTYPE
<?
$m="ABRAÇÃO";
echo strtolower($m);
?>
Expected result:
----------------
abração
Actual result:
