This appears to be properly documented: <https://www.php.net/manual/en/exception.construct.php>.
Is this perhaps about an out-dated translation? Which one?

It is documented:
https://www.php.net/manual/en/exception.construct.php
https://www.php.net/manual/en/class.exception.php
Where did you find those docs?
