I believe this issue only occurs when attempting to render the docs on PHP 8 on Windows 10, as the
docs render fine on 7.4.0. I've tried with PHP 8.0.0 and PHP 8.0.8.
I've freshly cloned doc-en, doc-base and phd locally.
Following the instructions from http://doc.php.net/tutorial/local-setup.php,
when I attempt to run php /tmp/phd/render.php --docbook /tmp/git/doc-en/doc-base/.manual.xml
--package PHP --format php, I receive dozens or hundreds of SQLite errors:
