Original sentence from documentation of ingres_query return values:

"ingres_query() returns a query result identifier when there are rows
to fetch else it returns FALSE when there are no rows, as is the case of
an INSERT, UPDATE or a DELETE statement."

I tested ingres_query function and it returns result resource in INSERT
/ UPDATE / DELETE too, so I suppose that manual need to be updated.

Result resurce is needed for ingres_num_rows to return the number of
affected rows in case of INSERT / UPDATE / DELETE.
