Bug description: Documentation php.ini filenames don't match the zip

From the http://www.php.net/manual/en/install.windows.manual.php
page:
"There are two ini files distributed in the zip file, php.ini-dist and
php.ini-recommended."
In the PHP 5.3.0 zip file, the only ini files are php.ini-development and
php.ini-production.
