Wouldn't this add a lot of needless code to the core of php. If you did
this you might as well have a built in manual aka
$Emailer->EmailAdmin("Manual Entry for
ini-get-all",get_manaul_page("ini-get-all"));
Again done at program level not compiler level this would just cause bloat
to the actual application and memory needed for each php compile.

Subject: [DOC-BUGS] #49887 [NEW]: Document should include link to relevant
page.
From: kanenas at comcast dot net
Operating system: N/A
PHP version: Irrelevant
PHP Bug Type: Documentation problem
Bug description: Document should include link to relevant page.
Description:
------------
The directive to "see the manual section for information" is rather generic
and unhelpful, when it could simply link to the relevant page:
"Where a configuration setting may be set"
http://www.php.net/manual/en/configuration.changes.modes.php
Reproduce code:
---------------
---
From manual page: function.ini-get-all#Return Values
---
"See the manual section for information on what access levels mean."
Expected result:
----------------
A link to the relevant section, or at least the section name or number.
