Include a notice that if no $encoding_list parameter is given, the
function defaults to ASCII vs. UTF-8 detection only!
Reason: This behavior makes the default-state of the function quite
useless - in my view. I guess, most people use it for ISO-8859-1 vs.
UTF-8 detection. And I would have expected that the detection defaults
to today's most common used charsets on the web!
