Bug description: pad_length in str_pad() less than OR EQUAL
Description:

The official manual documentation of str_pad(), states:
http://www.php.net/manual/en/function.str-pad.php
"If the value of pad_length is negative or less than the length of the
input string, no padding takes place."
Should be changed to:
If the value of pad_length is negative, equal, or less than the length of
the input string, no padding takes place.
