The english version is not downloadable seperately for some reason. The Documentation HOWTO is http://php.net/manual/howto/index.html, and the mailing list is phpdoc@lists.php.net. Feel free to contribute patches, and eventually get a CVS account, so you can make your own contributions, directly. Google doesn't seem to return many useful results either, neither can I readily locate the documentation on the pdflib website.
