That readme.html is generated from the php.net docs.
Apparently that file is using very very old version of the docs and
should probably be removed

The file http://svn.php.net/repository/php/php-
src/branches/PHP_5_3/ext/soap/readme.html claims Soap is experimental
in
PHP. However, the php.nert documentation
http://us3.php.net/manual/en/intro.soap.php
offers no such warning. It
seems one of the two needs to be updated.
