Bug description: "bool openssl_random_pseudo_bytes" should say string instead

The description says "bool openssl_random_pseudo_bytes". Shouldn't it say
"string openssl_random_pseudo_bytes" instead? Sure, it /can/ return
booleans, but then so to can base64_decode, and the description for that is
"string base64_decode".
