It would be nice if they were. Several people on the php-doc list agree. I am guessing the parentheses are not added currently because we don't want them added inside <methodsynopsis> -- meaning "Foo::Bar() (string $string)" would look silly. So PhD needs to add "()" only when not in a methodsynopsis.
