Log: Fix doc bug #52537 (disable_functions doesn't disable user-defined
functions).
Additionally, switched the disable_functions documentation to use para
instead
of simpara so that we actually get paragraphs in the rendered output.

Description:
------------
The documentation should note that the disable_functions configuration
directive
only applies to built-in functions.
I'll take care of it; I'm just filing the bug so I don't forget, since I
don't
have time today.
