Log: - Fixing bug #52777 (msgfmt_parse_message has a missing parameter
in the prototype).

Description:
------------
The documentation on MessageFormatter::parseMessage/msgfmt_parse_message
shows only 2 arguments while they actually take 3 (string $locale,
string $pattern & string $value, in that order).
The examples are correct though (i.e. they pass all 3 parameters to the
method/function correctly).
