This needs to be documented. From PHP 5.3 and above you should either
use single quotes or \\ to get same effect. This is required for
allowing to use \" and some cases \n \r \t in quoted strings in
php.ini.
This will expand to whatever FOO is set (either in environment or
before in the php.ini file):
foobar = "Some text.\n\t\"${FOO}\" is set in env or in this ini file
before this line."
This will be as is:
foobar = 'Some text.\n\t\"${FOO}\" is set in env or in this ini file
before this line.'
Pretty much like it is with PHP scripts too.. :)

Unfortunate side-effect of allowing it elsewhere.
You can always use single quotes though..iirc. :)
