I can confirm that this bug/feature exists on windows 7 pro.
It can be fixed by uncommenting the localhost 127.0.0.1-line in the
hosts-file.
This should be mentioned in the documentation.

Johannes: bug#50172 being bogus makes no sense to me.
Please fix do something with the docs if that report is indeed bogus.

According to: http://bugs.php.net/bug.php?id=50172 there is a know
issue
when using php + mysql in Windows 7.
This is reported as not a bug in PHP but anyway this is a common
showstopper so a big red bold alert should be present in the
installation documentation of PHP regarding this and how to fix it
