This is expected behavior at the moment.
When skipping a chunk you still want the <xref /> info about that
chunk..
This may be fixed sometime in the future when we get a real indexer
though.

Using --skip works, however, a link to the skipped id remains in the
TOC... and elsewhere no doubt.
