This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
Thank you for the report, and for helping us make our documentation
better.
5.2.2 - 5.2.6: ... Other versions get the string from start.

According to the "Changelog" this function should return FALSE for
substr('abc', -
7) in 5.2.2+. The actual return value is 'abc' in version 5.2.16. Did
not test
5.2.17, but the manual is obviously wrong.
Test script:

echo substr('abc', -7);
Expected result:
----------------
No output.
Actual result:
--------------
abc
