This is not a translation problem. Also the English file is broken, e.g.
"Language reference" => "Classes and objects" => "Properties"
=>
"heredoc" link on this page cannot be opened.

The actual german php_manual.chm contains many dead links.
i.e.
Sprachreferenz -> Klassen und Objekte -> Eigenschaften
