From the manual [1]:
| Note that MySQL Native Driver does not support SSL, so calling this
| function when using MySQL Native Driver will result in an error.

As of PHP 5.3.3 mysqlnd is supporting SSL, and thus mysqli_ssl_set() is
also working.
