I think default value of $perms parameter should be 0666 like described in
the Parameters chapter, like this :
resource msg_get_queue ( int $key [, int $perms = 0666 ] )
Expected result:
----------------
resource msg_get_queue ( int $key [, int $perms = 0666 ] )
Actual result:
--------------
resource msg_get_queue ( int $key [, int $perms ] )
