Bug description: fscanf always reads whole lines

Is fscanf really just sscanf(fgets(), ... so that one can not call it
multiple times to scan the parts of a possibly varying line as is possible
using fscanf in other languages? Nothing in the official documentation says
that it works on whole lines.
