list the constants made
available with libxml.

LIBXML_PARSEHUGE is lacking PHP version ability. The constant is available
since libxml2.7.3+.

It was not published in PHP because of bug 49660
(https://bugs.php.net/bug.php?id=49660). The bug was released with PHP
versions:

version 5.3.2 - 04-Mar-2010
version 5.2.12 - 17-Dec-2009

It would be great to update the documentation for LIBXML_PARSEHUGE, saying
it appears with libxml2.7.3 and is available as of PHP v5.3.2 & v5.2.12.
