That example is highly confusing.
Adding a note on what really is going on there would be really useful.

The example is correct. You cannot consider the second array as
separate from the first array.
This function is emulating the sorting of columns in a table, so the
first column has a higher precedence in controlling the results.

'The second will contain 1, 3, "2", 2, 1 (sorted as numbers, in
descending order).'
Maybe this is a typo because 1,3,2,2,1 is not in descending order,
right?
