That's a typo; namespace shouldn't be part of the literal. The sentence ought to read more
like:
"This is an identifier with a namespace separator that begins with a namespace separator, such
as \Foo\Bar. The namespace \Foo is also a fully qualified name."

The section "Fully qualified name" states,
"namespace\Foo is also a fully qualified name",
but does not indicate what "namespace" actually refers to.
A reader has no way to differentiate how that is different from a similar sentence in the
"Qualified name" section, which states,
"Qualified Name: an identifier with a namespace separator, such as Foo\Bar"
