Worked with the maintainer earlier this week and the issue was resolved, and has 
remained in working order.

The manual's full function list appendix is missing from its New Zealand mirror:
http://nz.php.net/manual/en/indexes.php
returns a blank page (for all language values of "en"). This is the only mirror from which
it is missing
