CURLOPT_COOKIEFILE accepts an empty string "" as parameter to load no cookies but enable
cookie handling. This is documented e.g. here: http://curl.haxx.se/libcurl/c/curl_easy_setopt.html

Suggested patch to command description:
The name of the file containing the cookie data. The cookie file can be in Netscape format, or just
plain HTTP-style headers dumped into a file.
If the name is an empty string, no cookies are loaded, but cookie handling is still enabled.
Test script:

Have 100 random php coders read the manpage and ask them to figure out how to enable cookie
handling.
Expected result:

I expect most to come up with "no idea" or "Uhh.. someone wrote I could use
/dev/null"
