This should now be fixed, including user notes, with the exception of any mirrors
that are particularly slow to update.

trying to unsubscribe from this bug.

User notes are being looked into, and are expected to be restored in due course.

Though the site has been rebuilt, the user notes are no longer displayed. E.g,
http://www.php.net/manual/en/book.dom.php
had a great number of useful user
contributions as of 1/20/2011, but today it reads "There are no user contributed
otes for this page." The internet archive shows what was there as of the
7/18/2011 snapshot:

Will the extremely useful user contributions be restored at some point?
