It is due to the fact <reference> entries _must_ have one or more <refentry>, but many classess/exceptions (which we document using the <reference> element) do not have any refentries and is therefore invalid DocBook. To workaround this problem a bogus <refentry> section is used with absolute minimum elements required to make DocBook validation happy. This warning serves therefore as a "reminder" to find a better solution to this problem, preferably by extending the DocBook markup...
