The example above should work in httpd.conf. Indeed, it is written in the documentation that
mbstring.func_overload is in PHP_INI_SYSTEM change mode. The documentation
(http://www.php.net/manual/en/configuration.changes.modes.php) states that in PHP_INI_SYSTEM mode,
the "Entry can be set in php.ini or httpd.conf".
However, the modifications in httpd.conf seems not to be working for this guy nor for me using PHP
5.3.5.

What is the reason for this BC-Break? I don't understand why PHP_INI_PERDIR-Support was
removed. There was nothing about in the changelog. This is a crucial setting for us and suddenly it
just stops working...not even a warning!

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.

For the link:http://us3.php.net/manual/en/ini.list.php, the
variable "mbstring.func_overload" is set to PHP_INI_PERDIR. But actually, we can not
change its value except php.ini.
I trid to change its value in httpd.conf, .htacces or ini_set(). But none of above succeeded.
Reproduce code:

I made one sub-directoy "test" in Apache HTMLRoot direcotry. The related configureation in
httpd.conf is as below:

php_value mbstring.func_overload 7
php_value mbstring.encoding_translation On
AllowOverride All
Order allow,deny
Allow from all
</Directory>
In the file "index.php" of the "test" sub-directory, I wrote the following code:
