I have the same problem but it's not work for me and I cant run wampserver
when I put it online I have this one too
could not execute menu item(internal error) [exception] could not perform servise action:the servise
has not been started

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.

php-cgi.exe works!
php.ini excerpt :
extension=php_mbstring.dll
extension=php_exif.dll
So I guess loading php_mbstring has to be done prior to loading php_exif.

Please try this:
php.ini:
extension=php_mbstring.dll
extension=php_exif.dll
NOTE: the order is important.
If that doesn't work, try modifying your PATH to
include the PHP extension dir, then try again.

After some further experiments using PHP 5.0.0 snapshots in the command prompt.
Loading php_exif.dll results in an error "php_mbstring.dll was not found". Loading
php_mbstring.dll works just fine. Loading both php_exif.dll and mbstring.dll results in
"php_mbstring.dll was not found".
Next, copying the php_mbstring.dll to the php.exe root results in a php crash when loading
php_exif.dll.
