Log: #61974 edit errors section to include E_WARNING on not found info

Description:

From manual page: http://www.php.net/function.file-get-contents#refsect1-function.file-get-contents-errors
---
file_get_contents also generates a warning if it can't find the file. I think it should be
included in "Errors/Exceptions" section --or the PHP version of the removal of this
warning, if it was the case, should be included in "Changelog" section.
