Major Problems with cgi.force_redirect

I have had major problems with the new release of PHP. I am useing windows and have used the windows installer version of PHP to install it. I am currently having lots of problems with the new version for example. I have installed PHP to the direcory C:\PHP I try to run my PHP files under C:\RickHart\news\ but I can't get it to do this. I have set the directory in the php.ini file but it still doesn't work. When I disable cgi.force_redirect I just get an error message. Otherwise my scripts wont run at all. Has anyone else had this problem? I am running a Window ME Xitami Server could something be wrong there? Thanks all, Wylim
