Something messed with my commit message...
The PEPr patch:
* Implemented basic threading capabilities for PEPr emails
* Use the developer's real name and email address for PEPr emails
* Adding wrapping of comments in PEPr emails
and $auth will be the auth system for the docweb site, if there are
no objections
