Hi, Yuan YuQiang, I have same problem since last month. I have submitted this bug just now (https://bugs.php.net/bug.php?id=74618). My temporary solution is committing to the svn server directly, and remember to make sure there is nothing worng with build (php doc-base/configure.php --with-lang=zh) before commit.
