all versions (except chm) of the manual are generated each day if there
have been changes to files in their sub-tree within the previous 24
hours of when the build is kicked off. they are also all rebuilt weekly.
it is, of course, possible that build problems will prevent a version
from building. the pdf build is particularly brittle in this regard.
the most recent log from building each version can be found at
http://www.php.net/manual/LANG/build.log.
the chms are generated through a different process, because they require
windows to build.
