I'd like to change the numbering for <refentry>s from roman to arabic
in the DSSSL stylesheets as i think that most readers are not that
familiar with roman numbers that they can decode eg. XLVIII as 48
*and* roman numbers screw up the indentation in the TOC

it's a bit of a dirty hack as the numbering schemes are made language
dependant in the modular stylesheets, but from what i have seen it is
defined identical in every localized version i looked at
any objections?
