RE: [PHP-DOC] Documenting configure options/Updating and splitting install.configure.php

The core thing here is about getting install (configure) options out in the open, making life easier to understand for everyone. I also think that some default configure options (examples) should be provided to make the process that bit easier. Wherever it is stored till it's published is neither here nor there - i think.
