Hi Lior,
If you checkout phpdoc-<Your-lang-code>, you get automatically everything to build the manual in your lang as well as in en.
If the build doesn't work (cd into phpdoc->lang-code>, autoconf, ./configure..., make html), we need more info to be able to help you.
