i have read the instructions and got stuck at the point on mailing to
group@php.net introducing myself. Should i interprete this as a "no",

Well, if you have started your CVS account request, and introduced yourself at group@php.net, you need to wait. If nothing happens, then it is not to be interpreted as "no". Because you will get explicit "no" or "yes". If nothing happens, you shold remail group@php.net, but NOT resubmit the CVS account request...
