Hebrew Docs

Hi again.. I was testing a few things on my computer, and I saw that building HE docs is not possible at all (as you told me). However, when I tried to build only one file in Hebrew (that I created), It was fine. The file output was in the wrong encoding, but the build was a success. I guess some files in the phpdoc-he dir are wrong in some way. Thanks, Hadar Porat
