list windows-1255
and about openjade I was not able to find any info, sorry.
AFAIK LANG_HACK_HE treats make targets (test, test_man_gen, html)
as en, and due this hack, no encoding is specified for he. But I can be wrong
of course;-) and you may better know than me. So encoding is not used for
production with DSSSL and therefore switching to windows-1255 shouldn't break
anything.
