getrusage does not work on windows:
"Fatal error: Call to undefined function: getrusage() in
g:\www\se\developer.php on line 99"
However the manual says nothing about it only working on Linux (which
i'm guessing is it's only environment, considering windows doesn't deal
with that sort of information).
