This sentence is not too complex; it's simply poorly written. It would
be more correctly written as:
Must be writable by the user as which PHP is running.
...or even something like:
PHP must have permission to write to the file in question.

Both; they are not mutually exclusive. Every user has a level of permissions
available; every process runs as a user; therefore, every process has a
certain level of permissions and may either write to a given
file/directory or not based on those permissions.

Since there is no apostrophe after the word 'extensions', it has the
first meaning. That sentence could be improved like so:

along with details such as version availability and any additional
dependencies.
