This is not a bug, this is how the current manual is structured. It
does not look to good, but this is the same for the online version:
http://php.net/security. It is definirely not nice, but we
need this
method to be backward compatible with translations AFAIK. It will be
better sometime in the future. Leaving the bug open as a reminder (also
modified the summary).

I have found a bug on page security.index.html
[chm date: 2003-09-06]...
in the table of contents there is a section for security.
when expanded the security section contains only one sub-section,
security.
it looks like

+----security
+-------blah
when it should be
php
+--- security
+----- blah
