Having a look at the revcheck page you could easily come to this
conclusion.
Of course some/many of those who (according to revcheck.html) don't
maintain any file, contributed a lot to the translation in the past
or contribute to PHP-DOC or PHP-DEV.
A CVS (and @php.net) account lasts forever... ;-)
